 HONG KONG, Feb 25  - Hong Kong Financial SecretaryJohn Tsang said in his annual budget on Wednesday that theterritory is expected to post a HK$4.9 billion consolidateddeficit for 2008/09, forcing the government to focus on jobcreation and to lend further support to consumers and businessesamid deepening economic recession.</p]                               
 Hong Kong tipped into recession in the third quarter of lastyear and the economic downturn is set to depress governmentrevenues and push government finances into the red for the nexttwo years at least, analysts say.</p]

 -- Hong Kong sees Q4 GDP fell 2.5 percent in 2008.</p]                               
 "As a result of the financial crisis and a slow-down in theglobal economy, Hong Kong's economy suffered a heavy blow in thelatter half of 2008," Tsang said.</p]                               
 GDP growth fell successively from 7.3 percent in the firstquarter of 2008 to 4.3 percent in the second quarter, 1.7percent in the third quarter, and contract 2.5 per cent in thefourth quarter.</p]

 BACKGROUND</p]                               
 Hong Kong's economy suffered a sharp downturn in the secondhalf of 2008, halting a four-year boom when the territorybenefited from China's rapid economic development.</p]                               
 Economists forecast the economy will contract by 2-3 percentthis year, but say risk is on the downside if U.S. fiscalstimulus does not start to boost U.S. consumption by the secondhalf of this year.</p]                               
 As a trading and financial hub, Hong Kong is being hit hardby weakening consumption in the United States and Europe. Asexports are falling at double-digit rates and unemployment hasrisen to 4.6 percent, consumers are spending less whilebusinesses are cautious about investment.
